UK Regional Business Start-ups Policy-makers have found it difficult to decide what type of intervention might prove most effective in raising business birth, especially in relatively deprived regions. The first stage of this project will be to provide an empirical context for answering the question by generating more reliable estimates of the size of the regional start-up market place in UK regions using VAT registration data, new business banking account data, flows into self-employment and the Global Entrepreneurship Monitor. This dataset should allow a more realistic assessment of the extent to which the start-up market might be affected by policy interventions. Of particular interest will be the calibration of a pre-start - start-up 'pipeline' to determine the potential effect of raising awareness of the opportunities and attractiveness of business ownership among the wider population.
